Project Summary
With the fundamental objective to increase the efficiency and equity of a public sector that is highly fragmented into almost 2000 sub-national governments, the decentralizing process in Peru, initiated in 2002, continues to establish pillars of the national system of fiscal intergovernmental relations. In spite of the undoubted progress reached in the definition of the keys elements of the system, the reform lacks at the moment an absence of integration between its technical fundamental components.
The Andean Corporation of Foment (ACF), in response to the assistance request of the Ministry of Finance of the Government of Peru has contracted with the International Studies Program for the Program of Support to the Fiscal Decentralization in Peru.
In coordination with the Peruvian authorities, The Corporación Andina de Fomento proposes a program of training and technical assistance in the fiscal sector that includes the following objectives:
* Training on the Sub-national Public Management
* Analysis and redesign of the Intergovernmental fiscal relations and its impact on the territorial fairness
* Sub-national Governance Training
* Analysis and redesign of intergovernmental fiscal relations and their impact on territorial equity
* Inter-municipal Cooperation for the Provision of Public Services
