The Ministry of Finance of Macedonia requested the United Nations Development Programme’s support in reviewing the models of intergovernmental transfers, with emphasis on the fiscal equalization framework, to be transposed into the legislative system of the country. The International Center for Public Policy served as an independent advisory group composed of expert and stakeholders not directly engaged or involved in the project to provide expert advice and opinion on project activities and deliverables to the Project Board.

The project delivered three key outputs:

• Improved Policy Making for Social Service Delivery
• Capacity Development for Research and Monitoring
• Inclusive Participatory Planning
