Capacity Needs Assessment for the Transition to Federalism |
ICePP assessed Nepal’s federalism initiative, focusing on the capacity of provincial and local governments to manage new service responsibilities and the federal government’s ability to oversee the transition. The team evaluated 7 provincial and 115 local governments, analyzing factors such as physical, human, legal, and regulatory capacity, and published two reports: the Local Government Assessment Survey (March 2019) and Horizontal Cooperation and Coordination among Local Governments (November 2019). The project also included a national survey of citizen perceptions, offering evidence-based recommendations to improve governance and support the federalism transition at all levels. |
