Fiscal Decentralization and Local Governance Training
Virtual Training
How a country organizes its public finances forms the basis for how local authorities prioritize services in cities, towns, and villages. While national governments have the responsibility to design and supervise a functional large-scale system, local authorities are challenged to use their often-limited resources to deliver better local services. Fiscal decentralization enables localities to decide how best to spend their allocated and self-generated resources, ensuring a more inclusive response to citizens’ needs.
The training is structured around the four pillars of fiscal decentralization (FD):
FD Pillar 1: Assignment of expenditure responsibilities and horizontal cooperation
FD Pillar 2: Allocating revenue sources
FD Pillar 3: Designing inter-governmental transfers
FD Pillar 4: Sub-national borrowing
We will explore these building blocks, whether for a total reform of the fiscal system or a partial reform of an already decentralized structure. This dynamic training provides you with a variety of activities to learn, engage, and practice real-world skills through expert presentations, self-directed work, academic readings and videos, collaborative colleague discussions, and professional development assignments.
After completing this training, you will be able to evaluate a current fiscal structure against an optimal structure based on international research and best practices, and will therefore be in a position to suggest structural changes for more efficient fiscal management—and overall governance.
Overview
This virtual course runs over a two-week period and comprises 10 learning modules with a combination of synchronous live sessions and asynchronous work. Each live session is held between 8am and 11am EST, a succinct schedule to avoid online learning fatigue. On the final day, each participant gives a synchronous presentation to a panel of faculty and industry experts.

Tuition for the training is $1,400 (with 30% for Summer 2023 class)
Training participants that complete the training will receive a certificate and a badge (which can be used for LinkedIn) for each module they successfully complete.
Training participants will have the access to course materials for 4 months after the course completion.
