Dr. Gozde Nalbant Efe is a visiting scholar at the International Center for Public Policy (ICePP) in the Public Finance Research Cluster. She holds a BA in Economics from Istanbul University, a MA and a doctorate in Public Finance from Marmara University, Turkey. Her areas of interest include theory of taxation, tax reforms, public economics, economic growth, and women employment. Her research project at ICePP concerns âThe Impact of Fiscal Policies on Inclusive Growth in TĂźrkiye.â It is supported by TUBITAK-BIDEB 2219 Fellow.

Dr. Dmitriy Sokol is a Fulbright Scholar at the Public Finance Research Cluster (PFRC), Andrew Young School of Policy Studies, specializing in intergovernmental fiscal relationships and fiscal decentralization.
Dmitriy Sokol earned his PhD in 2000 from Belarus State Economic University, and he holds degree from Grodno State University named after Yanka Kupala. He completed an internship at the Central European University, Budapest, Hungary (âPublic Fiscal Relations and Local Financial Managementâ); Center for Banking, Finance and International Economics, Podgorica, Montenegro (âPublic Financeâ); VNG International, The Hague, Netherlands (âToT â Training of Trainersâ); Higher School, BorĂĽs, Sweden (Research Scholarship); Mariaspring Folk School, GĂśttingen, Germany (âAdult Educationâ). His academic background in teaching and research spans 26 years, and he has more than 70 scientific and methodological papers.
Sokol is a country expert of the Council of Europe in the project âComparative studies on mapping obstacles to inter-municipal cooperation (IMC),â and a local expert/analyst in the projects âShort-term high-quality research in support of activities within the framework of the Eastern Partnershipâ and âResearch on the organization and accessibility of public services in the Eastern Partnership countriesâ (Project of the European Commission, EuropeAid/132574/C/SER/Multi).

Dr. Nadia Farooq is a Visiting Scholar with the Public Finance Research Cluster (PFRC). Her research focuses on regional and national tax policy analysis and data estimation, particularly looking at the impact of various Georgia tax policies on state revenues and expenditures. Her expertise extends to her role as an Economic Consultant at the Asian Development Bank, where she contributes to policy recommendations, macroeconomic framework and comprehensive fiscal analyses, including the design and maintenance of a fiscal monitor. Her extensive research contributions include journal articles, policy briefs, co-authored chapters in international publications, and reports on critical aspects of economic development, tax policy, and fiscal decentralization, both in South Asia and globally.

Dr. Wonshik Kim is a Professor of Economics at Konkuk University in Korea. Dr. Kim’s primary fields of research are public finance and health economics. He has worked on various policy designs and reforms. He is the primary author of several books and papers that influenced government policies in unemployment insurance, corporate pension, individual pension, a public-private mix of social insurance, the sustainable welfare state, and health insurance. He worked as a research fellow for Friedrich Ebert FoundationSeoul Office (FES, Germany) and as a regional consultant of World Bank (with Senior Economist Robert Palacios). He participated in designing and introducing the unemployment insurance program in Korea. He served as an active member of Advisory Committees of the Korean government for National Pension, National Health Insurance, Unemployment Insurance, and so on.

Dr. Ebru Canikalp Dulgeroglu is a visiting scholar at the International Center for Public Policy (ICePP) in the Public Finance Research Cluster. She holds a BA in public finance from Uludag University (2008â12), as well as a MA (2012â15) in public finance and a PhD (2015â22) in economics from Cukurova University, Turkey. During her studies, she attended Escola Superior de Tecnologia e GestĂŁo de Felgueiras, Portugal, and the University of Perugia, Italy. Her area of research specialization is fiscal decentralization, public economics, governance, and political determinants. Her research project at ICePP concerns âVertical Fiscal Imbalance and Fiscal Discipline: The Case of Turkey.â It is supported by TUBITAK-BIDEB 2219 Fellow.

Dr. Min Nuo (January 2022 – January 2023) is a visiting scholar at the Andrew Young School of Public Studies. Dr. Nuo is an Assistant Professor at Changchun University of Science and Technology. He got his bachelor’s diploma from Inner Mongolia University, a Master’s degree, and a Ph.D. degree from Jilin University.
Dr. Nuo specialized in Econometrics’ modeling of public policy. He is Interested in Micro-Macro linked models and non-identical individual modeling. Dr. Nuo has an interest in fitness, programming, and electronics.

Dr. Henry Aray (March 2022 – September 2023)Â is faculty at the Department of Economics of the University of Granada in Spain. During his stay at ICEPP, Dr. Henry Aray plans to pursue research in Public Economics.

Galym Makhmejanov (October – December 2021)Â is the Central Asian Institute for Development Studies research director. He is a former assistant professor at the Higher School of Economics at M.Narikbayev KAZGUU University, where he has been a faculty member since 2012.
Galym completed his Ph.D. in the Toulouse School of Economics at University Toulouse 1 Capitole, France. His research interests lie in political economy, development economics, public economics, and healthcare economics. He is collaborating actively with the researchers in other social sciences and healthcare in several joint inter-disciplinary research projects devoted to the public policy in healthcare and social security in Kazakhstan.
He has more than 20 years of professional experience, including senior positions in the public sector of Kazakhstan. In particular, he served for the Unified Accumulative Pension Fund as a deputy chairman of the managing board worked for the Kazakhstan Industrial Development Institute. During his stay at ICEPP, he studied Fiscal issues of Social Health Insurance Implementation in Kazakhstan.

In past years, she has worked on tax burden analysis. During her stay as a visiting scholar at the International Center for Public Policy, she focused on a normative and empirical investigation of income tax evasion and its detection.

Huxia Ding, December 2012 âDecember 2013. Huixia Ding is an associate professor in the Public Administration School of Zhengzhou University, China. She received her Ph.D. degree in Economics from the Xiâan Jiaotong University of China. In the past five years, she has engaged in the study of fiscal decentralization, public services, poverty, and regional economics of China.
During her time at the International Center for Public Policy, she conducted research on the relationship of fiscal decentralization and equalization of regional development in China and try to compare intergovernmental fiscal relations between the United States and China from an institutional perspective.

EncarnacioĚn Murillo GarciĚa, October-December 2012. EncarnacioĚn Murillo GarciĚa is an associate professor in the Departments of Applied Economics at the University Rey Juan Carlos, Madrid, Spain. Her teaching experience includes courses in Public Economics, Political Economy, Applied Economics, and Public Finance in the European Union at the undergraduate and graduate (masters and doctoral) level.
She obtained her doctoral degree in 2004 from the University AutoĚnoma of Madrid, Spain. She has been a fellow of the Division of Public Expenditure in the Institute for Fiscal Studies and a researcher at the center later (Madrid, Spain). She was also a visiting researcher at FEDEA (Foundation for Applied Economic Studies, Madrid, Spain) and the EPRC (European Policies Research Centre, University of Strathclyde, Glasgow, Scotland, UK).
Her research focuses primarily on Public Economics, but also focuses on Fiscal Federalism, fiscal and political decentralization, equalization and capital transfers; regional disparities and Cohesion policy in the European Union; public capital effects; public expenditure policies, and redistributive effects.
During her time at the International Studies Program, she conducted research on âThe Flypaper Effect of Capital Transfers in European Unionâ in association with Jorge MartiĚnez-VaĚquez and Cristian SepuĚlveda.

Luis Fernando Cabrera-Castellanos, September 2012. Luis Cabrera-Castellanos is a professor in the Business and Economics Department at the University of Quintana Roo, Mexico. He won the National Public Finance Award in 2010 for his work on Intergovernmental Fiscal Relations in Mexico. He has published several books and numerous papers on this topic. During his visit to the International Center for Public Policy, he conducted research on the political factors affecting the allocation of federal transfers in Mexico.

Umar Wahid, Visiting Scholar, October 2012. Umar Wahid, a native of Pakistan, received his Masterâs degree in Economics from Karachi University, Pakistan. He has a long association with the Federal Board of Revenue (FBR), where he served as a research officer, followed by a deputy director. Currently, he is serving FBR in the capacity of secretary (Fiscal Research and Statistics).
During his stay, he completed research in the area of Microsimulation and tax analysis, working with Sally Wallace and Musharraf Cyan.

Montserrat Ferre, Visiting Fulbright Scholar, August 2010- June 2011. Montserrat Ferre holds a Ph.D. in Economics from the London Business School (University of London). She also has a Masterâs degree in Economics from the London School of Economics and a Diploma in European Studies from the College of Europe (Bruges, Belgium). She is a Professor of Economics at the Department of Economics at the Universitat Rovira I Virgili (Spain), where she teaches undergraduate and graduate courses in Macroeconomics, International Economics, and Monetary Economics, amongst others. Her research interests focus on fiscal and monetary policy interactions within a monetary union, analysis of central bank interventions in the foreign exchange market, and exchange rates behavior.
During her stay at the International Center for Public Policy, she conducted research on fiscal decentralization. In particular, studied the relationship between fiscal decentralization and the conduct of monetary and fiscal policy in a monetary union, with a special focus on the outcomes of such relationship in terms of fiscal deficits.

Andreas Buehn, Visiting Scholar, January 2011- September 2011. Andreas Buehn, a native of Germany, holds a Ph.D. from the Technische UniversitaĚt Dresden in Dresden, Germany, where he has been a Postdoctoral Research Assistant. In addition to this role, he has been a visiting researcher at the Bulgarian National Bank, a regular speaker at Sofia University St. Kliment Ohridski, Bulgaria, and was an assistant to the Dean of the Economics department at the Technische UniversitaĚt Dresden. Prior to coming to the Andrew Young School, Andreas was a visiting researcher with the Office of Tax Policy Research at the University of Michigan.
Andreas Buehnâs research focused primarily on public economics, but also covered informal economic activities, such as shadow economies. Dr. Buehn has also published numerous papers and writings in prestigious journals and books such as Applied Economics, the Southern Economic Journal, the Journal of Institutional and Theoretical Economics, and the Handbook on the Shadow Economy.Â

Tong Mo, Visiting Scholar, March 2011- March 2012. Tong Mo is an associate professor of public finance at the School of International and Public Affairs, Shanghai Jiao Tong University (SJTU) in China. He received his doctorate in Economics from, Central Party School of CPC, China. His doctoral dissertation was about economic growth and human capital. Currently, his main research interests are public welfare and its approach.
From March 2011, he conducted further research on the institution of national resources allocation and gains and participated in University activities.

Simanti Bandyopadhyaya, Visiting Scholar, May 9, 2011- May 30, 2011. Simanti Bandyopadhyay has been associated with the National Institute of Public Finance and Policy for the past seven years. Prior to that, apart from some research consultancies, she was mainly engaged in teaching at the undergraduate and postgraduate levels in colleges and management schools of Delhi and Kolkata for almost four years.
Simanti completed her Ph.D. in Economics from the Centre for Economic Studies and Planning, Jawaharlal Nehru University, Delhi. Her thesis addresses different aspects of regulation on highly polluting industries in India in a game-theoretic auction framework and also attempts empirical estimation of efficiencies of these industries. She was awarded a fellowship for two months attached to the International Centre for Tax and Development, by the Institute of Development Studies, Sussex, country.

Jenny Ligthart, Visiting Professor, June 2011- August 2011. Jenny Ligthart holds a chair in Macroeconomics at the Department of Economics of Tilburg University, the Netherlands. She is an Honorary Professor at the University of Groningen and a Senior Research Fellow at CentER (Tilburg University) and CESifo (University of Munich). Her research focuses on the macroeconomic repercussions of fiscal policy in an international context. In addition, she analyzes the economic and welfare effects of policy instruments aimed at addressing (international) tax evasion.
During 2002-2008, Jenny Ligthart was the Director of the Netherlands Network of Economics (NAKE), a graduate school in Economics in which six Dutch universities participate. Prior to joining Tilburg University, she worked for five years (1997-2002) at the IMFâs Fiscal Affairs Department in Washington, DC, where she was involved in advising governments on fiscal matters. Presently, she is a member of the IMFâs panel of fiscal experts and occasionally a consultant for the Netherlands Organization for Applied Scientific Research. She holds an MA, MPhil, and Ph.D. degrees in Economics from the University of Amsterdam.
Jenny visited with the International Center for Public Policy over the summer, where she was involved in lectures at the Summer School in Public Economics and the development of the World Tax Indicator Data Portal, in collaboration with Denvil Duncan and Jorge Martinez. Denvil Duncan, Visiting Scholar, June 2011 â August 2011. Denvil Duncan is an Assistant Professor from Indiana University, Bloomington. He received his Ph.D. in Economics from Georgia State University during the previous year. While visiting with the International Center for Public Policy over the summer, he conducted research and work associated with the development of the World Tax Indicator Data Portal, collaborating with Visiting Professor Jenny Ligthart and International Center for Public Policy Director, Jorge Martinez. Deyong Zhang, Visiting Scholar, July 2011- July 2012. Deyong Zhang is an associate research fellow (associate professor) in the Institute of Finance and Trade Economics (IFTE) of the Chinese Academy of Social Sciences (CASS). In the past years, he has engaged in a number of policy research and published many papers on Chinaâs fiscal and tax policy.
From July 2011 to July 2012 at the International Studies Program, he conducted research on âEqualization of Basic Public Services in China under Fiscal Federalismâ based on a comparative study between China and the United States.

Stanley Winer, Visiting Research Professor, October 2010 – November 2010. Professor Winer is the Canada Research Chair Professor in Public Policy in the School of Public Policy and Administration and the Department of Economics at Carleton University, Ottawa. He is also a research associate of the Center for Economic Studies at the University of Munich (CESifo) and a fellow at the International Center for Economic Research (ICER) in Turin.
Professor Winerâs research lies at the intersection of economics and political science. It relies on microeconomics, game theory, the study of collective choice mechanisms, and applied econometrics. Essentially he builds formal models of why governments do what they do, and tests them with data
from Canada, the United States, and sometimes from the world as a whole. Much of this work over the past two decades is concerned with understanding the formation and evolution of tax systemsânothing governments do so clearly reveals the nature of the public sector as the way in which âweâ choose to tax ourselves. More recently, with colleagues in Canada and the United States, he has embarked on a program of research that aims to provide a deeper understanding of why the competitiveness of electoral politics in mature democracies varies across time and space, and the implications of this for the well-being of citizens.
During Professor Winerâs visit to Georgia State University, he presented a seminar titled âEnvironmental Regulation & Trade Openness in the Presence of Private Mitigation,â and co-organized and presented at the ISP conference âCoercion & Social Welfare in Contemporary Public Finance.â

Najem Ghraibeh, Visiting Scholar, July 2010 – October 2010. Born in Irbid, Jordan, Najem Ghraibeh holds a Bachelorâs degree in economics from Hashemite University (located 12 miles east of Amman). Najem currently works for the Jordanian Ministry of Finance, conducting research in economics. While at the Andrew Young School, Najem researched subjects including fiscal decentralization and tax policy.

Peter van Oudheusden, Visiting Scholar, June 2010 – August 2010. Peter van Oudheusden is currently a Ph.D. student of Economics at the Department of Economics of Tilburg University, the Netherlands (CentER). He holds an M.Phil in Economics (2006 – 2009) and an M.Sc. in Economics (2001 – 2006), both from Tilburg University. Peterâs research interests include macroeconomics, public economics, and economic growth. Currently, Peter is a teaching assistant of Comparative Economic Studies and thesis supervisor at the center. Â

She has participated in projects including two projects on the national natural science fund and others with the Education Ministry fund. During her time at the International Studies Program, she conducted research on the system of personal income tax and the local tax system in the United States and hopes to do a comparison with the systems in China.

David Patino, Visiting Scholar September 2009âNovember 2009. David Patino is an Associate Professor in the Department of Economic History and Institutions and Applied Economics at the University of Seville, Spain. His teaching experience includes core courses at the undergraduate and public finance courses at the graduate (master and doctoral) level. David obtained his doctoral degree in 2004 from the University of Malaga in Spain. His dissertation, on regional tax incidence, was counted as one of the three best works of its type, on economics, law, and social topics of the country by the Economic and Social Council of Spain, which later published the thesis.
His research encompasses a wide variety of topics related to fiscal federalism. His most recent publications focus on fiscal balances, the determinants of regional financial systems of federal countries, and the economic impact of urban planning. In addition, his current work also focuses on the analysis of personal income distribution in Spain. He has published in some of the most prestigious economic journals in Spain, such as Revista de Estudios Regionales, Revista Vasca de Hacienda PuĚblica, Revista de EconomiĚa Mundial and Revista de EconomiĚa Aplicada. He has also published a number of book chapters.

Francois Vaillancourt, Visiting Professor SeptemberâNovember 2009. Dr. Vaillancourt is a full professor in the Department of Economics at the University of Montreal, Canada. In 1978 he earned his Ph.D. from Queenâs University of Ontario, Canada. Dr. Vaillancourtâs major research interests are in the area of public economics, language economics and public policy, the economics of human resources in Canada and throughout the world (New Zealand and Europe; twelve countries of Bhutan in Tunisia while passing by Congo DRC, Morocco, and Pakistan). He is interested in the public economy, with federalism (distribution of the capacities, mechanisms of financing) and with taxation (costs for collection, harmonization, local taxation, companies of State). In the economy of the language, he treats variations of incomes and impact of the linguistic policies, whereas in human resources, he is more focused on the distribution of income and the social policies. He has been involved in numerous publications on these topics and has co-authored a number of publications and reports.
At the International Studies Program, he has been a co-manager, delivering (French) training here at the Andrew Young School to government officials from the Democratic Republic of Congo with a training course on Fiscal Decentralization and Local Governance, run from September 21-October 2, 2009. Haibo Feng, Visiting Scholar, December 2009 – December 2010. Haibo Feng is an associate professor with the Department of Public Finance, Jinan University, China. He holds a Ph.D. from Renmin University of China since 2004. In the past five years, he published about 20 papers that concentrated on public policy and finished two academic projects sponsored by the National Social Science Found and Guangdong Province.
During his stay at ISP, he conducted research on fiscal reform and public goods provision in rural China. This study will rethink the effect of the current fiscal system in China through a careful comparative analysis of the fiscal decentralization of other countries.

His research topics include the Canadian internal market (why it does not exist), rates of return to university schooling in Canada, tax compliance costs in Canada, municipal expenditures and financing in Canada, and the use of property taxation for funding school boards in Canada. He is currently working on the differences in aging between the U.S. States and Canadian Provinces and is keen to collaborate with students and professors at the Andrew Young School to further this research. In the past, he has also been invited, as a visiting scholar to the University of Toronto and Australia National University and as an affiliate scholar to the Institute for Research on Public Policy and the C.D. Nataliya Starostenko, Visiting Scholar (June-August 2007). Nataliya Starostenko was a visiting scholar at the International Studies Program from June to August 2007. During her visit, she studied the fiscal incentives in the context of budgetary reform in Ukraine. She was also working on performance budgeting in transitional countries. She received her Ph.D. in Finance from the Institute for Economy and Forecasting of the National Academy of Sciences of Ukraine in 2005. Dr. Starostenko specializes in fiscal policy at both national and local levels, tax assignment, intergovernmental fiscal relations, regional policy analysis, and the formation of economic clusters. She has extensive experience in research and teaching. She worked as a researcher at both governmental and non-governmental institutions in Ukraine and has combined research and management functions at one of the leading think tanks â The International Centre for Policy Studies. Nataliya Starostenko has also been engaged as a consultant in the World Bank project on promoting participatory budgeting in Ukraine.  Â

Yousif received a Master of Science degree in economics from Khartoum University, Sudan. Dr. Jose Felix Sanz-Sanz visited from the Universidad Complutense, in Madrid, Spain, from September 2004 until March 2005. He was involved in editing a book with Jorge Martinez-Vazquez on the Spanish tax system as well as undertaking his own research with other members of the faculty.

Dr. Benno Torgler visited from the University of Basel, Switzerland, from September 2003 until August 2004. He collaborated with AYSPS faculty members on research regarding tax morale and tax compliance.

Visiting Scholars 2001-2002
Richard Hawkins, Assistant Professor, Department of Marketing and Economics at the University of West Florida, visited during the year. He worked with the Fiscal Research Program on the Seventh Edition of “Georgia Taxes: A Summary of Major State and Local Government Taxes,” and on other projects of fiscal importance.
The Fiscal Research Program participated in several presentations to international visitors to the Andrew Young School of Policy Studies. Visitors learned about various economic development research conducted in the FRP and the Young School. In February, the FRP participated in a conference on Local and Comparative Perspectives on Managing Atlanta’s Growth, presented by The Georgia State University Law Review and the Andrew Young School of Policy Studies.

Mr. Andrei Timofeevis was a visiting scholar at the International Studies Program from September 2001 through May 2002. Andrei was a member of the GSU team of the Fiscal Reform Project in the Russian Federation. He is currently finishing his dissertation for his Ph.D. in Economics from CERGE at Charles University in Prague. His thesis examines the relationship between fiscal federalism and growth in the context of transition economies

Dr. Mark Rider was an Associate Professor of Economics at the Michael J. Coles College of Business, Kennesaw State University, and served as senior research fellow at the International Studies Program.

Dr. Sri Mulyani Indrawati, the Director of LPEM (Faculty of Economics) at the University of Indonesia in Jakarta, was a visiting faculty member at the Andrew Young School from August 2001 to Nov. 2002. She taught and mentored the Indonesian students in the Indonesian Masterâs program as well as gave several seminar presentations and co-authored articles and reports with faculty. She recently accepted a post as the country liaison for Indonesia at the International Monetary Fund (IMF).

Dr. Huang Ran was the Deputy Director of the Policy Division and is responsible for policy studies and the medium-long term fiscal planning in the Ministry of Finance in China. He was a visiting scholar at the International Studies Program of the Andrew Young School of Policy Studies from June 2002 to December 2002. Dr. Huangâs research focused on fiscal reform in transitional economies and a research study called âNon-tax Revenue: Chinese Experience and Some Normative Issuesâ.

Dr. Zhihua Zhang from the Ministry of Finance of China was a visiting scholar at the International Studies Program during May-June 2002. Professor Zhang collaborated with Jorge Martinez-Vazquez on a paper, âThe System of Equalization Transfers in China.â

Dr. Atul Sarma, Professor of Economics, Indian Statistical Institute, Delhi Centre, and Director (Non- Executive) of the Steel Authority of India, was a visiting scholar in the ISP from March 18 through April 18, 2002. He presented seminars on âA Decade of Indiaâs Fiscal Reformâ and âThe Working of Fiscal Federalism in India.â Professor Sarma collaborated with various faculty members and was available to Ph.D. and Masterâs students. Professor Sarmaâs current research focuses on power sector reforms in India and a research study called âPower Sector Reforms in India: Learning from Private Sector Managementâ that he has initiated is in progress. Recently he finished a study entitled âEmerging Indo-ASEAN Economic Partnership in a Globalizing World,â which is forthcoming in published form.

Wu Xue is a visiting scholar at the International Studies Program. The focus of her research is on tax assignment and tax reform. She is a senior editor for the Fiscal Science Research Institute of the Ministry of Finance of China.

Mr. Manoj Shrestha was a visiting scholar with the Andrew Young School at GSU from February 15 through March 28, 2002. Mr. Shrestha, an Under-Secretary with the Ministry of Local Development in Nepal, visited the School as part of the Humphrey Fellowship Program, dividing his time between the Andrew Young School and the Daniel J. Evans School of Public Affairs at the University of Washington in Seattle. The Humphrey Fellowship is funded by the U.S. Department of State and managed by the Institute of International Education (IIE). Mr. Shrestha was engaged in research on fiscal decentralization issues relevant to Nepal, collaborated with AYSPS faculty, and gave several visiting lectures.

Dave Solomon of Witswatersrand University, South Africa visited Atlanta to discuss intergovernmental fiscal relations research and collaboration. November 8-9, 1999. Professor Solomon also worked as a lecturer in the Uganda Training Program directed by Georgia State University.

Visiting Scholars 1995-1996
Dr. Roman Mogilevsky, a Professor of Economics at the Russian-Kyrgyz Slavic University in Kyrgyszstan, was a visiting scholar to the School of Policy Studies for three months to participate in a joint research project with JORGE MARTINEZ-VAZQUEZ. The project focused on revenue forecasting and modeling design for the newly formed state of Kyrgyszstan.

Dr. Valentina David was a visiting scholar from Moldova to SPS for six months this year. Her research on fiscal policy reform in Moldova was guided by JORGE MARTINEZ-VAZQUEZ AND SALLY WALLACE, and she is now a senior economist with the U.S. Embassy in Chisnau, Moldova. Both she and Dr. Mogilevsky were funded under the Department of Stateâs Freedom Support Act, which places research scholars at U.S. institutions for three to six months.
